Even leaving aside the potential unconstitutionality here, I think there are more elegant solutions to the problem this is trying to solve.

By "elegant" solution, I mean a non-Senate related one. I think Napoleon's executive order mandating a ballot be made 24 hours+ before the election is opened will help prevent ballot mistakes, I don't think mandating election restarts is something we should get into the habit of doing, a lot of voters find it annoying enough voting once. Tongue
