Both are devastating. Many lives could be saved if only passengers had the ability to open their windows.
Maybe.  The plane would also weigh more, that would increase the ticket price and decrease the planes performance.  You'd also have to make them so they CAN'T be opened during regular  flight (for what should be obvious reasons), which would increase the price more.
