Yes.   That is why the Belarussian monitors will see that the same party didn't win every precinct and think it means something's wrong.

I really don't understand why anyone could be against more people paying attention to the election process? This can only be a bad thing if you believe they'll find something and want to hide it.

Even if you're only considering Republics that survive today, there's Switzerland, as well as the Commonwealth of England.
