The constitutional amendment will not be signed, as it does not require a signature.

Signer's statement: While I appreciate this as a gesture to improve the lives of those most in need in our region, upon careful analysis and consideration, sadly I am unable to give my full approval to this specific proposal.  Simply put, I am concerned that this is too vague of a bill to address such an enormous and complicated problem in our region, and that by enacting this legislation, we would undertake great risks.

That is why I am returning this bill to the Assembly for full revision or, if the sponsor so desires, an override vote.  While I am skeptical that our homelessness problem can be fixed by any one bill, I am more than willing to work with Speaker bore, Representatives, and local Northeasterners to formulate a comprehensive plan that hammers out all necessary details and prevents potential abuse.

I'm not entirely sure of the procedure here, so I'll just reintroduce the bill for further amendments.

The Northeast June 2013 election booth is locked. I wanted to point out that I don't think amendment 1 had 2/3 of the votes. I count 9 aye 5 nay (64%).

Amendment 2 I see 10 aye 4 nay (71%).

Are you sure?  2/3 of 14 is 9.3, so I used that to determine whether the amendments had enough votes.  If they had at least nine, then they would pass.

Using your way, 2/3 is 9.3 votes. So 9 votes being less than 9.3 is less than 2/3. ( you probably round 9.3 to 9 because there is no fraction of votes someone can cast, but 9.3 is the minimum, 9 is not enough so it would take 10 to be above 2/3)

I calculated 9 votes divided by 14 total votes = 64%

I calculated 9 votes divided by 14 total votes = 64%

But isn't rounding basically disregarding the decimals for the sake of having a whole number to calculate things by in cases which decimals cannot apply?  So in this situation, 9.3 is no different from 9 because, as you said, there is no fraction of votes someone can cast.

Hmm... I may need to get Dallasfan's opinion on this.  At the very least, someone who's better than me at math, which shouldn't be hard to come by. Tongue

Yeah, 9/14 is less than 2/3. You would need to get 10/14 to go over the 2/3rd threshold.

Ask for other opinion to be sure. I was more unsure if I counted the total votes correctly (9 to 5).

I'm not the best at explaining and maybe I will reapeat myself.

I know we can't have 9.3 votes in reality. 9.3 represents exactly 2/3. To pass we need more than 2/3 (more than 9.3). The next round number that would represents more than 2/3 is 10.

9.3 is a theoritical treshold. You have to view it as 9 is smaller than 9.3 so not enough, and not view it has 9.3 is the same as 9 because fraction of votes don't exist.

If you do fractions directly from the number of yes votes:
9 / 14 = 64%
10/14 = 71%

2/3 is 66.6%, the theoretical treshold of 9.3. If you round lower to 9 it's less than 2/3. You need to search for the round number above the treshold to be above 2/3 which is 10 and gives 71%.

Dallasfan hasn't gotten back to me yet, but he told me via PM that Poirot's count is probably the correct one.  So the amendment did not pass.

And with that, I pass the torch to our new governor, Sirnick. Smiley
