Senator, you 24 hours to advocate for this in a substantive fashion.


Only took a whole Senate to get through all of your first wave of overall inferior bills.


Do the credit markets present a significant hindrance to small business formation and on-going operations like it did back in 2009? That is the key to determining whether this will work. If not, then I will likely oppose this out of a desire to not goose up a bubble in small business.

I suppose we'd need the GM for the definitive say on that, but credit has never really been as mobile as it needs to be, and if the economy isn't moving, this is a comparatively small investment to make to prodding the economy forward. My reasons remain the same from the first time I proposed it and when I proposed extending it the first time as well. I think it's incredibly beneficial and in addition to other economic proposals I've brought up (the wages bill being one) assists in small business formation and the continuance of on-going operations. Perhaps we should get Shua in here, if possible?

I forgot, most of you guys are new so just to be clear, are you seconding just because I motioned or because you actually think the bill is bad or something?

When a sponsor violates my 24 hour rule, I automatically motion to table. It is an incentive to ensure they don't violate that. However, once I do make the motion, I don't want it seconded unless the sponsor stays missing or disappears a second time, only then should it be seconded. Does that make sense? The minute someone seconds it for other reasons, my motion is withdrawn (It doesn't say I can't do that. Tongue). Those other reasons may be legitimate even, but this carve out is designed for a specific purpose its effectiveness might wan if it becomes blurred.

It isn't the traditional use of the procedure, it is something I cooked up back when I think Wormyguy would introduce a bill then vanish as it came to the floor. I plan to expand this "strategic use" both here and in other areas this Senate.

Access to credit still is a hindrance to small business, though not as much as in 2009.  This is as much symptom as cause of small businesses' troubles - lending institutions aren't likely to lend when they see the large proportion of small businesses that can't succeed given low consumer spending, labor and start-up costs, etc.
