http://www.nbcphiladelphia.com/news/local/Non-Union-Utility-Crews-from-Alabama-Turned-Away-From-Helping-NJ-Sandy-Victims-176949061.html

Utilities crews from Alabama turned back when trying to help restore power after Sandy, because they are non-union.

Allegedly. Even Chris Christie (no friend of unions himself) says it wasn't about unions.

Both Christie and the unions allegedly involved say that there is absolutely no "must be a union member" policy, and that there was a miscommunication. I believe them.

I have a nephew-in-law who is an apprentice line worker.  Different electric companies have different ways of doing things and it can be hazardous if you don't do it their way.  It's possible that the utility in question has chosen to delegate the vetting of crews as knowing how that utility does things to its employee union.  Indeed, ideally that should be a prime function of labor unions, vetting that people are capable of doing the job they are being hired for. That's the most likely source of the confusion.

There's not really much left to limit.

Unions have no power, they're a red herring.

I agree with the people here saying that there's not much left to limit. First, union participation at its peak in the mid 20th century in America did not approach union participation today in Europe, and second, private unions have no power at all. Public ones have some power, and would have more if people really got together, which is the real reason why Scott Walker and that bunch are so opposed to them.
