Judging from the fact that much of New Jersey and New York City are still without power and still under water, he may be right.
If that qualifies Obama resigning, then Bush should've been impeached.

That's still basically the same punishment, which wouldn't be proportionate (or maybe you meant Bush should have been impeached over 9/11?) If this is resigning matter for Obama, Bush should probably be hanged for Katrina to remain proportionate.
