So did some new votes come in or something? Did this actually flip?

According to the PA SoS, yes it did flip back to the Dems. Somerset County, MD flipped to them as well.

The site had it as Romney a few days ago, and most news sources have it as Romney as well, though they usually quit updating soon after the election.

If it stuck with Obama, I think we can start assuming that Obama has figured out how to get the younger vote to turn out and it will probably be a model of how to get them to the polls for years to come.  Good news.

Obama won by either 150-170 votes after all provisional ballots/military ballots are counted

Centre County is a very good county to watch if you want to see how good youth turnout in an election is. Traditionally it's swingy; most of the county is rural Republicans like much of PA, but the Penn State campus and State College are strongly Democratic. If young voters are energized, Democrats win the county. If not, they don't (thus, Centre usually leans more Republican in midterms).

CNN shows Romney winning it by 20 votes but could go either way.  Good barometer for young voter turnout as outside of State College I imagine it votes heavily Republican like the rest of the Central Tier of Pennsylvania but usually the Democrats do really well amongst college students.
