They basically say that Jindal, Rubio, and Christie all have both bulked up their political staff to the level of a presidential campaign, and begun to build critical relationships with big money donors.  Jindal and Rubio are ready enough that they could jump into the race tomorrow if they wanted to.  Christie would be in the same category, though bridgeghazi has sent his staff into a state of turmoil.

Meanwhile, Cruz, Paul, and Perry have busy travel schedules, and frequently make stops in the early primary states, but they don't yet have the kind of staffing that one would associate with a presidential campaign.  Perry of course has already been a candidate before, however "Republicans familiar with Perry’s operation say that he has shed much of the Texas brain trust that guided his gubernatorial bids and his 2012 primary campaign, with former campaign manager Rob Johnson as the main holdover."

Then there's Bush (has met with donors, but "no sign of a ramp-up" in staffing) and Walker (did a lot of traveling in 2013, but is now largely focused on reelection).  Huckabee and Santorum haven't really done a lot either, but they had lean operations in their previous campaign, so that doesn't necessarily mean much.

Ryan isn't mentioned at all, but he's still unlikely and has repeatedly stressed that he prefers policy to politics, despite enjoying campaigning.

John King said that Jeb was the big winner at RJC, but there was also a lot of Christie folk and Rubio/Walker got plenty of buzz too.
