Simfan made a suggestion, but I don't think it got much feedback:

Number 7 is slightly problematic as we have no control over what is appropriate for a "doctoral-level" degree. That could become a rather large loophole if we leave it that way.

I had had similar thoughts about this, and I do think the term a "locally accredited, non-profit degree-granting academic institution" might cover the issue well.

Sounds okay to me, but I don't really know what the other options are. Is there some sort of international accreditation process that would be a better fit? The UN's International Association of Universities falls incredibly short.

Of course it falls short. They probably got diploma mills in Tashkent listed as being accredited Universities.

Which is why I asked if anything was agreed to, meaning behind the scenes (naively optomistic wish of course), sicne nothing has transpired here as of last record.

You mean in a fashion similar to what I was saying about having the SoIA and SoEA compile a list together, or some other organization.

No, we need the PhDs, badly.

I am concerned about the cap being removed entirely in clause 4 though. Perhaps put a floating cap that the SoIA can set based on the field and the labor required. That way in certain circumstances we can limit it or raise it based on what the data and the situation calls for.
