I'd suggest considering language to allow the Senate to strip a recipient of their Star. I can't imagine it would come up often, but it's always possible an unscrupulous President in days past could have awarded Hamilton a Star, for example.

Also very minor but I'd prefer the postnominals OSAS and OSAG, removing the brackets for purely aesthetic reasons.

I'd still vote for the bill in its current iteration, though. It's about time we have a mechanism to recognise the accomplishments of our citizens.

We have a slightly confusing situation here because of the end of the Senate and Simfan's departure. Since he offered an amendment and it was declared friendly, and thus was on the way to passage once the 24 hours on the objection period expired, the only way to prevent that would have been withdrawal or an objection. I don't see an objection, but Simfan's acceptance of Franzl's "substitute" as friendly (a meaningless judgement taking litterally since his isn't the bill's primary sponsor) could be interpreted as a desire to withdraw his and replace it with the substitute, upon further clarification that is. However, Simfan was no longer Senator when he posted that.

Therefore, Simfan's previous amendment has been passed, though I can't officially declare it as such. The best path forward would be to have that made official and then alter Franzl's amendment as necessary so as to reflect a change from the current text based off Simfan's amended version, as opposed to the previous "current" text (the text as it stood when Franzl wrote his prior to Simfan's passing). Is such an alteration required?

Are you sure about OSS, that was the acronym for the WW2 era predecessor to the CIA, The Office of Strategic Services.
