It is in the same section (different clause, obviously) as the clause you posted in response to my claim that right-to-low-wages language created a free-loader problem (though obviously it is a different clause).

Yeah, I found it - I was looking for it in the original statute on accident.  Well, we could make the arbitrator appointed by some type of labor board.

I would much prefer to simply remove the right to work language altogether.  That seems like both simplest and the best solution.

Alright, I'd like to at least be able to draft an amendment, but it seems everybody else wants to cut off debate.

Voting is now open on the bill.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

Voting is now closed.  The AYEs are 4, and the NAYs are 1.  The AYEs have it, and the bill is passed.  The bill is now passed onto the Governor for his signature or veto.

Bills can have identical names.  It's already been passed... any changes (including to the title) would have had to have been made before the final vote.
