The middle class gets the CTC while the poor gets TANF.  What is so hard to understand about why TANF is controversial?  After all when it comes to government spending, the word wasteful means, "I don't get any of it myself."

What Ernest said. Americans love social spending that benefits themselves, but many can't stand the thought of poor people (especially poor blacks and poor women) receiving government assistance of any kind.

But nobody believes the CTC is gov't spending. It's not just about this example. Social security. Medicare. Public schools. People are 100% convinced these are not "welfare." And nobody has a problem with poors or black getting them. Wtf?

Because the government giving you money in a tax refund check is perceived totally differently than the government giving you money in a TANF check, and it would even if the qualifications for the two programs were identical.

People pay into social security and Medicare, so most don't realize that they actually get more than they ever payed in and instead just look at it like a private retirement plan sponsored by the government. As for schooling, everyone pays the property tax either directly or embedded in rent, and most don't realize some overpay while others underpay, or that schools also get money from general tax revenues.

This. If it goes to other people, it's wasteful. That plus the fetishization of the middle class in American politics means that middle class handouts (including Social Security, which hardly does anything for the poor at all) are wildly popular but other programs are not.

A TANF 2 child household, at least according to liberals, gets $429 monthly. In, say, California, you get $694!

The credit for having a dependent isn't refundable, so if you don't have income to tax it doesn't do you any good.
