fwiw, when I wrote the original bill, I had absolutely no problem eliminating Saturday delivery. I really don't think it would have as much of a negative impact as people say. Sure, I suppose having it is a nice ideal, but, I really think we could do without and not suffer.

Also, you all better not privatize our postal service! Angry

Much as I might theoretically like to do the latter (although Franzl has a point when he says the sheer size of Atlasia would make it difficult) I don't think you have anything to worry about. I'd imagine you'd veto such a bill anyway. Wink

I will be merely repeating myself (again) if I were to respond to you since it is apparent you aren't really reading my posts, but I will be more than happy to fit numbers to words once I hear back from the Postal Regulatory Commission about that ORC International study concerning the impact of eliminating Saturday delivery.  That will be immensely helpful to that study committee to be formed as a result of the passage of this bill.

I've read your posts. I just think saying that my country's postal service loses money because they don't deliver one day of the week - by far the lightest day for post in Atlasia, by the way, when as far as I know they never have - they may have at some point, but not as far as I can remember - stretches the credibility of your argument past breaking point.

I leave you with this, from... the postal service.

e: Your argument is effectively that removing one day of post, that's by far the lightest for mail delivery in the entire week considering a lot of businesses are closed, would ruin the postal service financially. You can see how I don't find that persuasive considering the above response by the postal service itself.

Just a few last points of inquiry, for Barnes or whoever, how was 70% determined to be an appropriate level?

I determined it, jerk.

I'm sorry, who the hell are you? Tongue My mind is drawing a blank. Wink

Was there a process behind that determination of 70%? Failure to answer my result in me not processing this at quite so fast a pace as might be expected (My computer isn't working again and thus getting on here is fing chore. My supposedly "new" computer has been crashed for some time. Never did like that POS, hence why I kept using my older one). Tongue

Back when I was GM, I posted this about labor costs in the public vs. private mail delivery business:

Labor costs represent 75% of APS expenses, compared to an average of 46% from it's private competitors. Postal employees receive some of the most stable and generous employee benefits of all public employees.

Capping it at 70% prevents it from continuing to cannibalize Atlasian Postal Service costs, while still providing more stable and generous jobs and retirement programs for it's workers than seen in the private sector.

You could cap it lower, I suppose, if you wanted to, but there's no need to really go any lower than a 65% cap. The postal service has larger structural problems than it's pensions, it just can't restructure while it's paying such high labor costs; and being capped at something, doesn't mean it will end up at the exact number.

Indeed, of course it also depends on how much lattitude we give them to renegotiate.
Does anyone else have concerns about that or some other issues? Are we by chance done on this?

Nay.

I don't necessarily oppose the basic premise of the bill, but it's going to pass anyway, so I'll vote against it because I oppose establishing a panel just to study something as simple as eliminating Saturday delivery, which the postal service wants to do anyway - it's a waste of time and money.

Aye.

My amendment simply gives Saturday delivery a chance, and if it is found to indeed be as needless as some have said, it will swiftly be eliminated.

This bill has enough votes to pass, Senators have 24 hours to change their votes.

Vote on Final Passage of The Duke-Marokai Postal Service Act of 2013:

Aye (6): Averroës Nix, Ben, HagridOfTheDeep, jdb, JulioMadrid and Roy Barnes 2010
Nay (2): Oakvale and Spamage
Abstain (0):

Didn't Vote (2): Franzl and NC Yankee - My excuse is the red warning made me thing I had already voted, what is yours Franzl? Tongue I would have probably voted for it.

With six votes in the affirmative and time having expired, the bill has passed the Senate and is presented to the President for executive action.
