Hi...

I moved from NY to NJ earlier this year and my health coverage lapsed, and about a week ago, I applied through the Healthcare.gov site for NJ Familycare (basically, NJ Medicaid). I called the Healthcare.gov people up and they said I am enrolled, but that I need to hear back from the state agency itself to clarify things like payment etc and that my coverage will begin on April 1st--But I am enrolled, at least according to their system.

I may need a doctor before that time...If I was to go to a doctor or a hospital, would I be billed? And if so, once the coverage comes into effect on April 1st, could it be made retroactive to the time I applied/enrolled?

I'm not an expert, but usually medicaid coverage is retroactive, unlike private insurance.

Presumably they would give you the bill when you leave and then once you get your medicaid card, you would call the hospital and give them your medicaid information.
