Tradition, just as we elect our adjutant general.  Imagine if you will if the United States elected the Chairman of the Joint Chiefs of Staff.  It's exactly that silly.  Fortunately it looks we'll finally get to vote on a constitutional amendment to make the office an appointed one, which if it passes will mean this will be the last year we elect the head of our national guard troops.

When the people unite to bang their heads on a wall together, they might eventually succeed in breaking it, but 1) many will die in the process 2) the broken wall will leave tons of debris all around which will cause problems in the future 3) it's not very likely to happen anyway.

Negative, as I'm not aware of any Sagevilles around here.  While it is true that owner-occupancy isn't as high as during the bubble, that's mainly because a number of houses became rental properties.
