This doesn't seem any different than the official Catholic position has been for a while now, which is that there's nothing inherently wrong with people who have "homosexual inclinations", but that "gay acts" are still a sin, and that "practicing homosexuals" should be treated with a hate the sin but love the sinner attitude. Which is a mildly more nuanced position than "gays are evil" but not really tolerant or positive in any way.
