No, because there are religious traditions in which the use of imagery is wrong.  So what do you show for them?  A blank screen?

What do mean?  The Bundes-Verfassungsgesetz doesn't even have a bill of rights,those are in the Staatsgrundgesetz über die allgemeinen Rechte der Staatsbürger and freedom of religion is in Articles 14, 15, and 16 thereof.
