I don't know if I'm too keen on section 4. We're already exempting teachers from a substantial amount of tax. They should be saving some of that money for retirement on their own. Why throw them another gift? It seems a little excessive. I don't want it to look like we're favouring teachers in a way that's unfair to people in other professions.

No particular problem with Section 3, but does Section 4 apply to all teachers or merely the ones who qualify for the above tax exemptions? I don't think we should necessarily reward a long tenure for its own sake.
