Well, both leave a lot to be desired, but I think as far as 'real content' goes, Kentucky has a lot more to offer.  I've driven though both, and I have to say I could understand people fairly well at the gas station in WV, while in KY the accent was impenetrable.

I've never been to either state, but Kentucky seems to have a little more than West Virginia.  I wouldn't want to live in either state, except for maybe Louisville or the Kentucky side of Greater Cincinnati.

Kentucky has somewhat-real cities, but at least in West Virginia you could live within commuting distance of a real city (DC). So, I vote for Jefferson County, WV, and barring that, Kentucky.

This is probably one of the most horrible choices between states. I can't even choose because I'd probably put both in the bottom ten, if not both in the bottom five. KY does seem to have some redeeming value in that it has a large city that isn't reflexively conservative. It might get a bare edge on that count.

No clue.  Maybe West Virginia.  Then again, I knew a girl in high school who was originally from Kentucky, and I have become very good friends with her mother, who is also from there (and speaks with a nice Southern accent, for a change.)
