See, if I were to offer an amendment, I would probably leave the four tree requirement in place and remove Section II(2) completely. There may be some logistical challenges associated with making sure that the trees survive into adulthood.

According to about.com, these are some of the major invasive tree species in the country:

Black Locust

Royal Paulownia

Just putting it out there that I will support the version without the 25% survival requirement if it comes to a vote. I'll leave whether or not it comes to a vote to Ben.

If we're concerned about listing the invasive species, couldn't we start with a base list like the one I provided and just specify that the National Forestry Association has the power to modify the list however it sees fit?
