For clarification purposes, for anyone planning to move or for Homely himself, now that it has been ratified:

5. Atlasian citizens having temporary or permanent residence within Canada, for business purposes or otherwise, shall be under Limited Jurisdiction Authority granted in this Common Market agreement to the regions and the federal government.
    a. Atlasian citizens living in Quebec and New Brunswick shall be considered as citizens of the Northeast Region for limited jurisdictional and regional/federal electoral purposes.
    b. Atlasian citizens living in Newfoundland and Labrador, Prince Edward Island, and Nova Scotia shall be considered as citizens of the Southeast Region for limited jurisdictional and regional/federal electoral purposes.
    c. Atlasian citizens living in Ontario and Nunavut shall be considered as citizens of the Mideast Region for limited jurisdictional and regional/federal electoral purposes.
    d. Atlasian citizens living in Manitoba, Saskatchewan, Alberta, and the Northwest Territories shall be considered as citizens of the Midwest Region for limited jurisdictional and regional/federal electoral purposes.
    e. Atlasian citizens living in British Columbia and the Yukon Territory shall be considered as citizens of the Pacific Region for limited jurisdictional and regional/federal electoral purposes.
4. While Atlasian citizens living within Canada and Canadian citizens living within Republic of Atlasia shall certainly be bound by the respective laws governing their residence and place of business, nothing in Section 3 or the Common Market Agreement shall be construed as weakening Canadian or Atlasian national sovereignty or encroaching on the autonomy of the government of Atlasia or Canada.

I suppose if a region decides to pass a law specifically refusing to recognize the votes of those in the region who decide to take residency in their provincial counterparts, that decision would be respected, yes.

I can't speak for other regions but in the Northeast that would require passing a constitutional amendment.
