This is getting well on the sunny side of ridiculous by now. I hate to see some potentially good bills go to waste like this.

If he doesn't do anything on this by tomorrow, then I will second the motion filed by Oakie. Of course if anyone else wants to go ahead and get the ball rolling sooner, they are free to do so.

In theory, I agree that we shouldn't really be rewarding behaviour like Barnes's. But I think there's a lot here to work with. We could do some real good with this bill.

I agree.  This is a good bill, and it was something I intended to use to launch my energy plan as governor if it were to pass.  It would be a shame to see it die now.

My issue is with what's supposed to be included in the report. I have a feeling that $15,000,000 won't be enough to retrofit and upgrade every government building. We could up the funding, but I'm not really in favour of continuously throwing money at problems. Instead, what if we loosen the requirements for the report and actually trust the regions?

Also, here's a suggestion. Even if $15,000,000 isn't able to upgrade every government building in a region, that money will still be put to enough use that the regions will see savings in their in their electricity costs. Could we not suggest that the regions put whatever savings they gleaned from the $15,000,000 investment into a green energy fund? When the fund is big enough, they can start upgrading other buildings. The savings will get bigger, so the fund will grow faster. Just something to think about.

While this bill doesn't involve a huge sum of money, I'm not willing to support it until someone has presented a sound justification for this spending.

Sure.  One of the biggest obstacles to going green at a regional level is the cost.  This legislation appropriates a relatively small amount of money to aid regions moving forward.  It's a common sense bill.

Picking up on what Nix said about not sure what "going green" means, I would strongly recommend that clear standards be set up to clarfiy what is meant by both green and energy efficient. Otherwise you'll have coal fired furnaces being claimed as green and the gov't defrauded.
