Ok, I am do redistring for my future house districts of america for 2020, and I am in Maryland right now.  The problem is that I have two districts that are 50.2% democratic and 49.8% republican  for 2006-2008 and I do not know what party to give them to.  One district is a McCain district and the other is an Obama district.

Obama won 53.7% of the two-party vote in 2008. The simple estimate for the district is to take the 2008 pres result and add 3.7% to the McCain number and subtract 3.7% from the Obama number. That would give an estimate of the result in an even election.

If that's the case, then you haven't gerrymandered properly. As long as the D's control the process, that plan would be a nonstarter.
