Here is maps of the us with all states done with non partisan commissions.

Arkansas

A 3-1 map republican map in normal years, could be up to a 3-1 democratic map in a democratic wave like in 2006

Mississippi

A 3-1 map.

Mississippi wasn't a partisan gerrymander.

Also, that Arkansas map feels wrong in many places.

I wanted to do states first that are not as gerrymandered as others.  Arkansas is something that some of the stupider commissions would do.  I could improve it some, but it is really puts groups of people together  pretty well.

Districts 1 and 2 seem reasonable to me, but why are 3 and 4 split north/south rather than east/west?

Wouldn't something like this make more sense for AR?

Here was a similar idea with whole counties, but aimed to get a smaller deviation. The thread may also be of assistance since it includes a number of states done with the same goal.

CD 1: -136
CD 2: +167
CD 3: +138
CD 4: -169

av deviation 153
range 337 = 0.046%
