Gonna be Wyoming for the foreseeable future. They're not even close to having enough people for a seat. Montana should cede the Billings area to them just to make things tidy Tongue Before Vegas became a big city, Nevada was an even worse case. IIRC, they had less than a quarter of a CD's population.

Ok, i did forget about states with only one district.  what is the smallest congressional district in state with at least 2 districts
Rhode Island. They just barely have enough people to get the second seat and don't really "deserve" both. Things are very crude in the low population states. Montana has just a hair fewer people than Rhode Island, but only gets one seat for their nearly 1 million people.
