Does this bill only add that last clause?

Yes, that's why I put clause 9 in bold print. Wink

For comparison, this is the original bill:

Since you quoted the whole bill, I just wanted to make sure that was all you wanted to add.  What happens after the guns are collected?

We could leave that decision to the municipalities - they can, for example, simply collect and store the guns or destroy them. I'm not sure what I prefer, I'm open to either of these two options or to other good proposals.

We should include some sort of fine or penalty in case the municipalities do not comply with the law. I'd suggest around suspending all regional aid to the location alongside a monthly fine ($20,000?) until a dropoff event is held.

Destroying and recycling the guns would be a good option.

I propose the following amendment:

Suspending all regional aid to municipalities which do not comply with the law seems overly harsh to me, but I included a fine which is higher than $20,000 instead. Also, I'd rather leave it up to the municipalities whether they want to recycle the weapons or not, hence the formulation "can be recycled".

As it's your bill, I'm assuming you just want it added on?  Or did you want a vote on it?

Yes, just add it to the bill since there's apparently a majority in favor of the amendment.

Voting is now closed.  The AYEs are 5, and the NAYs are 0.  The AYEs have it, and the bill has passed.  The bill is now passed onto the Governor for his signature or veto.
