. The present tense is used as a courtesy for people still living. Besides, if we're allowed to have opinions of historical figures dead before our grandfathers were born, it makes perfect sense for me to have an opinion of George W. Bush, consistent with the qualities I value in a President and taking into account the circumstances of the time.
