Should the President dress more casual? I'm not saying jeans and a t-shirt, but something like a button down shirt and slacks when making an address, or a cardigan with a dress shirt, something like that?

In all seriousness, the dark suit with red tie is practically the presidential uniform. It looks good, and I think we should stick to it.

In my ideal world, the president and other high-level elected officials would dress something like this, sans religious iconography:


Why not just like normal people? (by which I mean a dress shirt and pants with or without a tie)

One of the roles of the Presidency is to be a figurehead.  It's an even higher office than Prime Minister.  The President needs to be able to meet with world leaders as an equal.  Cruising around looking like a POWM reject doesn't aid that endeavor.

No. If anything, the American public needs to dress more like the president. Enough with the golf shirts at work and the sweatpants on airplanes.

I'd also like to see:
1. More variety of shirts and neckties. Why does a politician's shirt/tie have to always match the national colors? No other country does that.
2. Morning dress at inauguration and other major events like SOTU. Reagan was the last president to break out the waistcoat and tails.
3. More homages to regional dress. We don't really have a "national costume" like non-western nations. But it would be nice for, say, a congressman representing a large number of Native Americans to occasionally incorporate elements of traditional dress; or someone from Miami could wear a guayabera every now and then.

In situations such as public addresses I think that it's a basic matter of respect to be dressed formally, but I don't see anything wrong with being informal otherwise, I see absolutely nothing wrong with being, you know, human.

If I am paying someone over half a million dollars a year they need to dress like it.  I would be curious where people work.  My first job out of college I got paid a fraction of that and everyone showed up dressed like the president.  No one complained.
