When I voted for the last budget, my interpretation was that the ceiling started at 30B and could be raised to 45B.  Upon discussion with a Person, there are ambiguities in the amendment, and it could be interpreted to allow the ceiling to be raised to 45B, then 60B the session after, then 75B, etc.

This was not my intent when I supported the amendment.  I have drafted the above amendment to fix these problems.
