Could you see this ticket working in 2016--Hillary Clinton/Andrew Cuomo? Would it be a strong ticket and appeal to swing voters/indies? Could it be a winning ticket?

It's a good ticket but I think that Clinton could have a better choice for VP! Cuomo is popular and charismatic, but he represents New York, and it's not a swing state Tongue

Cuomo can just say that Reagan had a divorce too. Him being unmarried is a bigger problem.

An elector may not vote for presidential and vice-presidential candidates who both inhabit the elector's state, so they could still do it, the electors from NY just couldn't vote for them.

Electors can't vote for two candidates from their state, so it could be a problem. In a close election, it could result in a Republican Veep winning. Or it could result in the Senate choosing the Veep, which would still help Cuomo, as long as Democrats keep the Senate.

Hillary Clinton could always change her registration. She grew up in Illinois, and was the first lady of Arkansas. That would avoid the problem.

Cheney changed his registration from Texas to Wyoming for the same reason.

In 1968, Nixon was a New York based lawyer. But he was able to consider running mates from both California and New York.

It would be an excellent ticket, except for the two New Yorkers thing.

That might not be a constitutional issue, but it could easily be more trouble than its worth. Clinton may also want someone younger.

Otherwise Cuomo would be a perfect Veep: a plausible President with policy chops on key issues unlikely to embarrass Hillary.

That's a near unbeatable ticket, but I consider both Cuomo and Christie to be out of the question in any veepstakes. Their egos are far too big to accept being second banana.

Cuomo's marital status wouldn't pose a problem as a Veep, but Kwanzaa Cake would enter into the political lexicon if he ever won the nomination.

I doubt Cuomo would take the Veep option, he just seems to have too big of an ego and might overshadow Hillary.

It'd be a good choice if Hillary changed registration, although that might be dodgy as her elected office was in New York.
