He's definitely in the gray zone between democracy and dictatorship, but Freedom House has Russia leaning Not Free. So I guess yes.

I always take whatever Freedom House says with a pinch of salt since freedom is a very loose term and one man's freedom is another man's imprisonment. What we're seeing right now is that the right are basically using the term "freedom" to enforce their values on others, and I regard Freedom House is a symptom of that.

In any case, Putin's definitely an autocrat, but I wouldn't really call him a dictator, at least not in the Stalin mould.
