Perhaps I'm failing to see something that must be obvious, but, what is the difference between this Bill and the Power To The People Amendment that the Mideast is voting for right now?

So I have more balls than you... what's your point?  The people can propose an amendment if they want.  Until then, we should have something, shouldn't we?  Otherwise there's no way to ratify an amendment.

Perhaps it should be something that didn't manage a whopping two Ayes in a referendum. Or just something not completely awful. Like, say, Tmth's compromise idea that has apparently been entirely forgotten.

I'm sorry, I'm completely baffled by why this is even being debated at all, then. I was operating under the assumption that you wouldn't be debating two completely conflicting things at once; silly me, I guess.

So because I think the other amendment is terrible, I shouldn't introduce my own version?  I'm not understanding why you care so much what the Mideast does with this.  Wasn't that the point of giving the regions the right to do what they want?

Yes, which, this, is evidently not what this region wants to do.

The Mideast Assembly isn't the "region"?  The Assembly was voted on by the people; the Assembly is one way to pass amendments, even as the federal amendment said.  Why is it that you think the Assembly should be treated as inferior to the will of a referendum where only 28% of the people voted?  And only 54% of those actually voted "No".  So 15% of the region voted against this amendment.  I hardly think that anything is clear about what "this region" wants to do.
