Seeing as how it blotted her and four other justices' legacies, I can imagine why. A truly terrible stain on the Court.

Makes sense. From what I understand, O'Connor ended up really loathing the Bush administration.

Then why did she retire during his reign allowing him to appoint her successor?

Among other reasons, her husband was dying and she felt she needed to take care of him.  She essentially regretted her decision immediately.
