So....I've just realized something. Article III Part I of the constitution says:

1. Legislation shall be considered by the Imperial Legislature upon petition by any Legislator, the Emperor, or two Imperial Dominion of the South citizens.

So... it turns out you actually COULD introduce legislation. Sorry about that, I'll bring up your legislation right now.

Executive Order #001

I, Emperor SJoyce, acting on my authority under the Southeast Militia Initiative, do hereby order the units of the IDS militia to deploy to the following cities: Amarillo, Texas (1,000); El Paso, Texas (1,000); Odessa, Texas (500); Midland, Texas (500); and Lubbock, Texas (1,000). With the Pacific region no longer possessing a functional government, these forces will serve to secure the border with the Pacific to prevent any decline in security in the Pacific from spilling over into the IDS. They shall not take possession nor annex nor cross into (without justifiable reason) of the Pacific region at this time.

Executive Order #002

Acting on the executive authority granted by Sections 26 and 36 of the Southeast Militia Initiative, any commissioned or warrant officer participating in operations authorized by the Legislature under The Restoration of Pacific Order Act is acting in violation of Imperial order and shall be relieved of their post if they do not cease operations by 1900 hrs CDT. No militia unit shall conduct operations outside of the borders of the Imperial Dominion of the South.

Let it be known that if anyone tries this again, be they a member of the militia or a legislator, they shall be subject to arrest pending trial for treason.
