You definitely need to give up most prepared foods and basically replace meat with beans for most meals.  However, it takes time to make food from scratch, which is something the working poor are usually short of.
A good chunk of these people are unemployed, they should have plenty of time.  A good chunk of the ones with jobs are only part time, seems like they'd have plenty of time also.  Of course there are some working a couple of jobs, or full time at really low pay or full time and getting paid under the table so they can keep their bennies and they might not have time, but I'm guessing the majority of people getting food stamp money have the 20 minutes it takes to make a real meal.  They chose bologna and chips because it's easier and (in their opinion) tastes better and most importantly, they don't know any different, ya know, the same reason people not on food stamps tend to choose crap food.  Not because they don't have the time.
