Reagan; Thatcher really just acted as a catalyst if anything. What Pope John Paul (who was an awesome man for more important reasons than this) did to end the Cold War is beyond me.

His support for Solidarity played a role in the downfall of communism in Poland, but yeah not a cold war ender.

I don't know that Gorby did the most to end the Cold War, but he sure as hell did the most to make sure it ended peacefully.  Ergo he gets my vote.
