Hopefully people are receptive to this - despite all the outcry members of this body and others had once it passed, I have yet to have one person offer constructive feedback on what they'd like to see differently. It's like the "Party of No".

While I'm not 100% thrilled with section 4, getting 11 public signatures wouldn't be that hard. This is a good compromise!

Voting is now closed.  The AYEs are 4, and the NAYs are 1.  The AYEs have it, and the bill has passed.  The amendment will now go before the people for ratification.
