this list will truly run the gamut from the 'lesser of the two evils' to the absolute worst -i despise just about every president we have had since Richard Nixon first took office:

1. Bill Clinton (at least prior to his passing NAFTA and Welfare 'reform')

2. Jimmy Carter (post-presidency)

3. Richard Nixon (minus Watergate and the 1971 Kent State Massacre)

4. George H. W. Bush (he was responsible enough to raise taxes in cooperation with the Democratic Congress to cut the budget deficit -which cost him dearly in 1992)

5. Gerald Ford (no opinion -his presidency was so brief)

6. Ronald Reagan (self-explanatory)

7. George W. Bush (self-explanatory)

Clinton - stayed out of the way and let business evolve.  Good conservative; brought his party rightward.  My personal favorite.

Reagan - Hyped up the cold war and the spending, forcing the Evil Empire to max out their proverbial credit cards.  Good Nationalistic Repbulican.  2nd favorite

Bush the Younger - Jury's still out, as mentioned before, but, with the silly foray into steel tariffing, has generally stayed out of my way, and gets huge points for that cocky swagger and refusal to get bogged down with questions about his personal life.  Like Reagan he's something of a Nationalist.  Not sure if that's good or bad.  Currently 3rd favorite, but has the potential to end up or down.

The rest, in no particular order, deserve mention but could not manage to get themselves re-elected.  Can't put those who don't manage the job well enough to get re-elected above those who do, with one notable exception.

Carter - Generally a good man, but never stayed out of my way.  And the one time he got involved in a good way was when he recognized that our national appetite for cheap oil would eventually spell our decline.  But after a 1979 speech to this effect was so widely ridiculed, he backed off in order to try to win in 1980. 

Ford - pardoned nixon, the right thing to do, but otherwise left me rather flacid. 

Bush the Elder - Almost stayed out of my way, but layed out the terms of his defeat four years later with that moronic "read my lips" speech.

Nixon - I can't find any redeeming qualities in this bastard.  He sold out the individualists in the GOP in order to bring the traditionalists on board, etc., etc.

why was Carter so bad?  I mean he had a hard time getting along with congressof the same party (not his fault), he had to deal with a bad economy (not too many presidents who haven't), and he failed to get the hostages home-which I see as the only major thing.  I mean, by comparison, he didn't increase government nearly as much as others.

I've honestly never understood why Carter is considered so bad a president. An ineffective president almost always beats one who is effective if we go by 20th century standards. He managed to get Israel and Egypt to a peace treaty, didn't substantially expand government power near as much as Bush has, and he could always provide us some comic relief. Frankly the only real beef I have with the guy is the boycott of the 1980 olympics. Plus, if this were a ranking based on supreme court picks Carter wins hands down Wink.

1, Reagan. Almost certainly the best president of the 20th century (besting even Eisenhower and Coolidge); pretty good on both economic and foriegn policy, a not quite so on social issues but could be worse. B+.

Well, his domestic policy was utterly atrocious (price controls, federal drug control, affirmative action, welfare programs, etc.) But his foreign policy was reasonable enough.

Poor Ford.  I personally think that he was a pretty good president, considering the circumstances he was in.  I think that, had he won his own term in 76, he would be remembered as one of the better presidents of our century.

People like to make Ford's performance in the '76 election into a joke.  What they tend to forget in that he cmae back from a -30% margin in the polls to within 1% of capturing the popular vote on election day.  A feat which has never even come close to being repeated and probably never will be.

Yes, but virtually all of Ford's comeback was fueled by Carter's inept campaign and this amazing ability to stick his foot in his mouth. Ford actually would have come all the way back and won, but in a debate, he stated that Eastern Europe was not under Soviet domination...and then given a chance to correct himself, he stood by his sub-moronic comment.

The 1976 race was one of the saddest chapters in the history of the Republic. We had a borderline Marxist (Carter) pretending to be an orthodox Christian moderate, running against...an empty suit. Carter may be one of the most vile and despicable men in the history of the United States, but Ford was just plain DUMB.
