With how much of a shift the country at large has taken on the LGBT+ debate, I'm almost willing to go out on a limb and say Sandoval would sign it. He's easily the most moderate Republican Governor in the country.

I know that Brian Sandoval is pro-choice.  Not sure where he stands on LGBT equality, though.

He was for civil unions, though. Who knows - his state is left-wing enough, he might just evolve in time to pass it.

The Nevada Constitution requires two consecutive Legislatures to approve an amendment for ballot-approval. If the amendment is passed by the voters after that, it becomes part of the Nevada Constitution. If it were a citizen-initiated amendment, it would have to be passed in two consecutive even-numbered years (just as the citizen-initiatated gay marriage ban was passed in both 2000 and 2002). Either way, 2016 is basically the earliest gay marriage could be passed by the voters in Nevada. The proposed amendment not only eliminates the ban on gay marriage, but also makes marriage gender-neutral.

Whether or not the governor opposes gay marriage, I don't believe he has any role in the amendment process. As long as the the Nevada Legislature approves the amendment this year and in 2015, it will be on the ballot in 2016.

No. It's a resolution for a constitutional amendment. I don't think any state requires gubernatorial approval for constitutional amendments.

Don't hold your breath here, this is a long process. There's a good chance Nevada will be the second most western state without gay marriage before it finally gets it.

I actually feel optimistic about this amendment going through. Unlike most swing state legislatures Nevada is actually dominated in both chambers by Democrats and it doesn't seem likely that will change for a while. Sandoval and the voters will be a wild card though.
