Let's say that during the native title debate, attempts at compromise fail or Harradine votes against the final bill for whatever reason. Howard is forced to call a snap double dissolution election with native title at its centre. Who wins, how toxic does the debate get, and what's the future impact on aboriginal policy from both sides? I'd probably give Labor the edge given that Howard's on the defensive without a policy anchor like the GST in '98 IRL, despite his superior leadership skills vis-a-vis Beazley and the ALP's own baggage (black hole, etc.).
