Of the candidate cities, Tokyo.  The IOC will for good reason not pick Istanbul with its risk of instability.  Madrid's bid is not good enough to overcome the fact that Europe hosted the Summer games in 2012.  Even with what has been happening of late, Istanbul is still a better choice than Madrid.

I expect Tokyo to be chosen, will be mildly surprised if Istanbul is chosen, and absolutely shocked if Madrid is chosen.

Not really good choices, IMO.  We need an American city to host it again.  Maybe 2024.  Anyway, of those listed, I pick Tokyo.  It's chances may be hindered by the fact that the region has just recently had the Games - Beijing 2008.  Madrid would be a good choice, too, if not for London 2012.  Istanbul is so unstable and seemingly very hostile to Westerners that it is a big security threat.

Tokyo in 2020, of course.

Then, I guess, a North American city in 2024 (Toronto, Houston, Chicago, and Philly are probably the best choices) and 2028 should go to a new part of the world- Africa or India.

There are at least a couple of possible arguments in support of Madrid: 1) The only time the Olympics were ever held in a Spanish-speaking city was Mexico City, 1968 (Barcelona doesn't count), and 2) Spain has held them only once, while the UK, France, Germany, and Italy have all hosted them at least three times each.

Nevertheless, I do see the obvious weaknesses in Madrid's bid.

Well, not always, but far be it for an American to raise that issue considering the last major security issue at an Olympics was a bomb made by an American in Atlanta.

I find it odd that North America had the Olympics four times in twenty-eight years but won't have had the Olympics once in the quarter century after that.
