Obviously the White House Chief of Staff and the National Security Advisor doesn't need confirmation by the Senate, as the President can pick his top staffers as he pleases. Yet the Director Office of Management and Budget, who's a part of the Executive Office of the President, needs to be confirmed. I don't quite understand this.

It could be because it's a Cabinet post.  Of course the Chief of Staff has Cabinet ranking but it's an exception.

The Chief of Staff and the NSA only advise the President, they don't actually have authority to do anything except as directed by the President, thus they exist officially only as extensions of the President.  The Director of OMB does have some executive authority delegated to him specifically by law.

Exactly. OMB was created by law, it's Congress and the Presidency delegating power. Chief of Staff and National Security Adviser are just the President delegating his own power.

I suppouse that's the same case as with the Drug Czar, which is also a part of the President's Executive Office?
