Yeah, but at least he didn't intentionally throw his country into a double-dip recession to prove an ideological point.

I admit I don't really have a rational reason for putting Harper below Putin though.

He's still a disgusting piece of sh*t though.  Imagine if there were some German Chancellor who didn't try to become a dictator himself, but one who still felt that the Nazis weren't war criminals and shouldn't have been tried as such, and that the Jews volunteered to be exterminated (since Abe says that the comfort women weren't coerced).  And imagine that this Chancellor also paid visits to German World War II shrines.  That's what would be the German equivalent of Abe.  So actually, I should've put Abe at the bottom.  I'll fix that.
