As much as I would like to post my present thoughts on the matter, I am going to have to wait until tomorrow. I think I have pushed myself, the computer and the connection to its limit today. Tongue

I really have to stop foreshadowing disaster and my own subsequent misery.

Hagrid you talk about a new process, basically an earmarking process (not a dirty word here), no? If that is the case we have done that once before using the Regional Senators as go betweens with the Regional Executives. We used that back in 2010 on infrastructure spending and could use it again, this time bringing in the Game Moderator and yes, the SoIA to facilitate that interaction.

We should also go back and find a way to ensure that all those money's undistributed are distrbuted and I think the best way to do that involves the Executives since their regions' are getting screweed and they are in the best place to identify and demand those funds.

That is the abridged version of what I had to say on the matter. Tongue

Yes, exactly. Or something like "reverse earmarks." On the federal level, we can work to create a sort of master plan with funding mechanism. Then we work out the details with the effected regions and get someone in each legislature to introduce the relevant plan. The legislatures can change things as they see fit, I guess... but the point is that's we'd still be setting a framework in which the regions can hammer things out. It's a balance between oversight and independence that I think would work much better than taking over on the federal level or shoving the entire issue to the regions.

The problem with regionalising totally the high speed funding if than you will either:

1. Have only intra-regional links, not inter-regional ones.
2. Have links to other regions which stop at the border or than get completed at different points.

And still, I think than urban transportation is more important than high speed rail.

Here is a very rough framework for how I think my idea could possibly work. Senator MaxQue's issues would also be addressed. This proposal would formalize a lot of informal processes, but I think it's a fair way to execute a project of this scope.

In light of that my opinion is tha we should use this potentially as a way to bring interconnectedness where necessary with regards to the previous probjects and focus mostly on potentially other aspects of infrastructure primarily in this bill. We could also look at amending the method for apportioning the money and resources established in those previous acts.

Perhaps the GM can break down how the current bills have improved our transportation infrastructure and what areas we are still lacking in? I don't want to keep dumping money with no results.

Keeping it on the floor takes two or three days longer. Voting it down means wasting all the days already spent here.

This whole PPT/VP split doesn't work. It was worth trying but I don't think we should continue, the Senate can run itself.

So instead of spending a bit more time making something work you would rather piss away all the time already spent with this?

The Senator requesting cloture hasn't even participated in the debate and wants to end it.
