(Tentatively agreeing with 5, 6 & 7: I don't like the idea of foisting this upon an existing officeholder, nor do I like the creation of a new office for this purpose. Also wondering how this could be effectively enforced. Assuming it's not a stepping stone to secret ballots, I'm willing to be persuaded)

This doesn't create an office. I initially included Emperor, but wanted to maximize flexibility so I switched it out iwth the vague terminology you see.

All this does is affirm the region's demand for popular votes on amendments to the region's consitution, and notifcation for all citizens about any votes occuring in the region.

I agree on the first point. Any important change in the constitution must be ratified for popular vote, as matter of principle. Requiring 2/3 of the electorate would do change impossible in the practice, so I would leave the question in "at least 50 %" (or 2/3rds on #4), as Adam indicates. In addition, I agree with him in what concerns the points 5, 6 and 7. Apart from some type of public advertisement, on the part of the authorities, calling to the participation in regional elections and referenda, I don't see how it's possible to apply this in an effective manner. I'm sure every political party make calls to their members via PM.
