I have a few concerns with this, but the 3 largest outside of cost would be:

1. requiring teachers have masters.
2. Allowing them to choose their own texts. That works fine for the college level, but for k-12 that is a little unreasonable to place that much burden on the school district.
3. The phrasing needs a little work.

I don't think our communities should have to bear that much of the responsibility for private schools, I see nothing wrong for charging tuition fees for their services.
