You have to go back to the first part of the bill that we discussed back in September 2012. There was some kind of review board to select a number of textbooks that were allowed to be used by teachers. IIRC, this board was composed in a way that would probably not allow "A marxist history of the world" to get in in the first place, nor "Capitalism is greater than bacon, the alpha and omega", or "My Little Pony : a Phenomenology of the Mind".
