The purpose of this bill, quite plainly, is to repair the damage done to the infrastructure and economy of West Virginia by the "confederate" terrorist insurgency that briefly overran that state this past May. The Game Moderator recently stated that the cost of these damages totaled around $34.5 million.

I should note that, under the 2015 Budget, the Mideast has approximately $9B in surplus revenue, so this bill would not require any new taxes or create a deficit.
