We tried a universal legislature for a long time and it was not a good thing for the region.


It wouldn't be an universal legislature. Only representatives could vote. But I just think if a Midwestern, who isn't a representative, has written a bill, I think he should be able to propose this bill and defend it in the Alting.
So, it wouldn't be an universal legislature I guess.

Energy Self-Sufficiency Tax Holiday Bill
Section 1
1.   For a period from January 1 to December 31 of the year following the adoption of this bill, there shall be no sales tax on energy efficient items outlined in 2.
2.   “Energy Efficient Items” shall be outlined as:
a.   Solar Panels
b.   Solar Water Heaters
c.   Wind turbines
d.   Waste to Power plants
e.   Energy efficient light bulbs
f.   Energy efficient washers and dryers
g.   Insulation
h.   Water reclamation systems

Midwest Green Governance Bill
Section 1 Energy Consumption Requirements for Government Buildings
1.   By January 2020, Midwest government buildings shall ascertain 50% of energy consumed from alternative energy.
2.   Alternative Energy is defined as Wind, Solar, Hydro, Nuclear, bio-fuel/bio-diesel, and Waste to Power
Section 2 Funding Assistance
1.   This bill provides $500 Million dollars for purchasing any necessary equipment by departments to upgrade facilities.
2.   That such funds shall come from the Alternative Energy Fund


Gender Neutral Bathrooms in Government Buildings Bill
Section 1 Designation of Gender Neutral Bathrooms
1.   All government building shall have one (1) bathroom designated as gender neutral.
2.   If no bathrooms are located in the building, then the facility is not required to build one.
3.   No new bathroom shall be constructed at any facility.

Well then I guess you could make that effort then windjammer, with help of Althingers.

But I don't see the necessity to write a bill. The Archduke should have full power to make all he wants with "rules of the Alting" unless a Most Serene Representative disagrees with his action. And in this case, he could ask to invalidate this bill by the next Justice Officer because in this case the Archduke of Althing would violate the Midwest Constitution!

I should have waited but I just though that debate had ended because all most representatives supported this bill.

Maxwell and Lumine want to create Althing rules. I will explain why I oppose their plan.
During my term of Archduke, only GAworth never missed a vote. If rules existed, for instance:
-at least 2 votes
-a 48 hour vote

I want to be clear, 25-35% of bill would have failed because of this. That's why I don't believe Althing rules are necessary, they could be disastrous for the Althing.

I don't think that I have used the Althing for personal political gains. I'm not a troll, I'm serious in my job, I'm not Xahar. If the Midwest voters elect a troll, they will be able to recall him. So, Althing rules aren't necessary.
